Over the past decade, the circular economy has evolved from a conceptual sustainability goal into a practical priority. Driven by rising material costs, waste reduction targets and stricter environmental expectations, the built environment is increasingly moving away from the traditional take–make–dispose model.
Across New Zealand, governments, developers and manufacturers are investing in low-impact materials and circular construction processes. Central to this shift is the 4R Framework — Reduce, Reuse, Recycle and Recover — a widely recognised strategy for minimising environmental impact across a building’s full lifecycle.

New Zealand has several tools and regulatory frameworks to support the 4R approach:
REBRI (Resource Efficiency in the Building and Related Industries): BRANZ-developed guidelines and tools for managing construction waste.
Ministry for the Environment (MfE): Provides national waste strategies, including regulations and waste levies to incentivise sustainable practices.
